About
A business improvement district (BID) is a designated area within which property owners pay a fee in order to fund improvements within the district's boundaries. Downtown Caldwell's BID will be administered by Destination Caldwell with a BID Board comprised of downtown property owners who have a vested interest in downtown.
The Downtown Caldwell BID will provide partial funding for the operations of Indian Creek Plaza, including, but not limited to, management and staffing, scheduling, marketing, beautification and programming of year round events at the Plaza.
All properties within the Downtown Caldwell Business Improvement District are subject to an annual assessment from the City of Caldwell that will be passed through to Destination Caldwell for the management and operations of Indian Creek Plaza. Property owners located within the district's boundaries will receive the assessment via the City of Caldwell. Assessments are billed in January and are due in full by March 1st.

This recognition isn’t just lip service. In 2025 and prior years, Indian Creek Plaza earned multiple statewide and regional honors from Idaho’s Best and the Idaho Press Tribune, including Best Family-Friendly Event Center, Best Holiday Regional Event for Winter Wonderland, Best Place to Cool Off in the Summer, and Best Outdoor Event Center.
We are incredibly proud of this success and share it with the entire BID District—because these achievements are the direct result of your investment, collaboration, and commitment to excellence.
Downtown Caldwell continues to build momentum. Multiple long-standing businesses have expanded their downtown footprint, alongside new development and significant investment in the renovation of historic properties. Another milestone worth celebrating is Amano being honored with a James Beard Award, further elevating Caldwell as a destination and strengthening our community’s brand.
One achievement we are especially proud of is the addition of the new double-sided video board on the Indian Creek Plaza stage, which now serves as a downtown digital business directory—providing public visibility and highlighting participating small businesses throughout Caldwell’s BID District.
According to Placer.ai, the BID generated 3.6 million visits from 579,300 visitors, averaging 6.3 visits per guest with an 82-minute dwell time, reflecting a 3.6% year-over-year increase in foot traffic and strong repeat visitation. 375,000 guests visited Indian Creek Plaza for over 20 signature events, movie nights, and third-party programming held on the Plaza and around downtown continued to bolster foot traffic for area businesses.
Caldwell’s Continued Transformation
Building on the success of Indian Creek Plaza, Destination Caldwell—together with the City of Caldwell—has once again engaged nationally recognized downtown development expert Roger Brooks to update the downtown master plan, encompassing approximately 1,200 acres of Central Caldwell.
Potential catalytic projects identified within the plan include:
The Indian Creek Promenade, a transformational greenbelt public space along Indian Creek connecting the Rodeo Grounds through downtown to Whittenberger Park.
A partial public–private partnership for the Caldwell Conference Center, with an estimated $40 million investment funded through auditorium and lodging taxes, naming rights, and private-sector participation.
In addition to these public and catalytic investments, the master plan anticipates more than $400 million in private-sector development within approximately 1,200 acres of Central Caldwell.
Several new districts, including the Stockyard District, Garden District, and Plaza District-will highlight distinct areas of downtown Caldwell, each reflecting the community’s unique history and charming character.
In early 2026, Roger Brooks will continue collaborating with City Council to assess project feasibility and identify the initiatives most compelling to community leadership.
Today, our downtown serves as a 370+ business district incubator, generating millions in economic impact, supporting local entrepreneurs, and drawing national attention as a model for small-city revitalization. More importantly, it is a place where residents and visitors alike gather to connect, celebrate, and build community.
