Councilmember Scott Tilmant was born in Salt Lake City, Utah. His family moved to California, Hong Kong and Singapore as expatriates with computer companies. After spending 6 years overseas and graduating high school in Singapore, Scott returned to the US and began working as a drafter, eventually starting a civil drafting and service business. After operating his business for over 16 years he was hired full-time by one of his clients in 2011. Scott was also an ice hockey official and moved to Caldwell in 1998 to work for the West Coast Hockey League.

Scott and his wife Julie, a Nampa Idaho native, have been married for 16 years and have two children. Their son served in the Navy for 5 years and was medically discharged after suffering a back injury. Their daughter is a college graduate that works as a sound technician and music teacher in Utah.

Scott enjoys spending time at home with his family, his German and Dutch Shepherds, as well as being involved with his church. As an Eagle Scout and a Silver Beaver recipient, Scott has served the community for many years through Scouting and has served the City by sitting on the Impact Fee Advisory Board. Scott looks forward to continuing to serve, and be a voice for, the City as a Councilman.

Scott was elected in 2025 and began his term on the Caldwell City Council in January of 2026.
