What is it?

An Illicit Discharge is any discharge to a storm drain system that is not composed entirely of stormwater except discharges pursuant to an IPDES permit, per city code 13-01-03: DISCHARGE REGULATIONS AND REQUIREMENTS.

How can I help?

Help us protect the water quality of our surface waters that drain to the Lower Boise River, such as Indian Creek and Mason Creeks, by helping us reduce pollutants entering stormwater runoff from everyday activities as this water does not get cleaned before it discharges into our nearby surface waters.

If you notice any illicit discharges:

  • Oils, grease, other substances NOT clean water
  • Illegal dumping (sediment or bark near storm drains for long periods, hydrovac truck emptying on roadways, any soapy detergents, etc., into street gutters)
  • Anything other than stormwater entering a storm drain

Please submit a report using our online form. This ensures that your information is sent directly to the City’s Stormwater Division, allowing us to respond to your inquiry promptly.
