Construction sites with land disturbances larger than 1 acre must always have a Storm Water Pollution Prevention Plan (SWPPP), per City Code, 04-19-09: STORMWATER POLLUTION PREVENTION PLAN (SWPPP) physical or digital, available to our City Stormwater Inspectors during construction while they are on site during their inspections.

The SWPPP must have been written by a certified Erosion and Sediment Control (ESC) Responsible Person (RP), and must list sediment control measures, including a section on dust controls. Our climate is very dry, and dust has become an increasing problem, so maintaining a water truck or other dust control measures is a must.

GENERAL REQUIREMENTS AND PROHIBITIONS:

(2) Control Standards:

A. Soil must be stabilized within ten (10) days of clearing or inactivity in construction.

B. If vegetative erosion control methods, such as seeding, have not become established within two (2) weeks, the Caldwell public works department may require that the site be reseeded, or that a nonvegetative option be employed.

C. Dust Control: Techniques for dust control, including treatment of disturbed surface areas with dust suppressants during all activities until site stabilization has occurred. Dust Control must include one or any combination of the following:

1. Application of water to disturbed surface areas or prior to initiating any construction activity.

2. Sweeping and cleaning street locations used for vehicle exits from construction sites.

3. Application of temporary seed, vegetation or other control methods

4. Preservation of vegetation.

5. Application of dust suppressants on disturbed surface areas. (Ord. 3677, 3-3-2025)
