The City of Caldwell Engineering Department's mission is to provide suitable and safe roads, parks, walkways, and utility access for a growing community.

Throughout Caldwell and areas of impact, the engineering department develops roadways, sanitary sewer, surface wastewater disposal and drinking water facilities and provides necessary utilities for existing and future housing and business districts.

Kimball Bridge over Indian Creek

The Kimball Bridge over Indian Creek in downtown Caldwell is being replaced.

Construction Information

Construction began in February 2026 and is expected to be complete in fall of 2026.

What to expect during construction:

  • Kimball Avenue is closed between Blaine Street and Arthur Street.
  • Motorists and pedestrians are being detoured.
  • Lane and parking closures will occur on Blaine Street.
  • Business access will remain open.
  • Street parting is restricted in the project area.
  • Expect occasional noise during daytime work hours. 

Project Overview

The Kimball Bridge project is being led by the Local Highway Technical Assistance Council (LHTAC). LHTAC acts as a link between local cities, counties, highway districts and the Idaho Transportation Department, helping local agencies access and use federal and state-aid highway funds.

The current bridge is aging and needs to be replaced. The first part of the bridge was constructed in the 1930s and the second was constructed in the 1970s. The new bridge is expected to serve the City of Caldwell for many years to come.

The Kimball Bridge Project is a state funded project for $4 Million dollars.

Downtown businesses are OPEN during construction and there are several ways to access Indian Creek Plaza.

Indian Creek Bridge Project (Ustick Rd)

Ustick Road at Indian Creek is Now Complete!

Construction will begin in June 2025 and is expected to be complete in early 2026

Improvements include:

  • Replacing the bridge and adding a sidewalk.
  • Widening Ustick Road to two lanes in each direction with a center median between the railroad and Crow Drive.
  • Replacing and improving the railroad crossing.

Fire Hydrant Information

Notice to all contractors:
Caldwell Water Department requires fire hydrant meters for use on all fire hydrants within the City of Caldwell.

  • Fire hydrant meters are available for lease and will be checked out at the Caldwell Water Department. The meter will be on a first come, first served basis.
  • To lease a meter, go to the Caldwell Water Department web page. Here you will find links to the Fire Hydrant Meter Policy and application.
  • The policy will cover what is required for meter leasing and what is expected while leasing the meter.
  • Applications and a deposit to lease a meter, are required to be completed online through the link.
  • Once the application and deposit are completed, contact the Water Department by phone (208) 455-3070, option #2, to schedule a meter pick-up located at 305 W. Chicago Street, Caldwell, Idaho 83605.
