The City of Caldwell Wastewater Treatment Plant is looking for an Operations & Maintenance Coordinator. This individual coordinates and provides lead operational and maintenance supervision of an advanced wastewater treatment facility or other public works utilities as needed. Serves as a key liaison between operations, maintenance, engineering and contractors to ensure procedures are performed safely, efficiently and in compliance with local, state and federal regulations and laws. Works under the general direction of the Wastewater Treatment Plant Superintendents and provides day-to-day work coordination and guidance for assigned operations and maintenance staff. Work is performed indoors and outdoors with exposure to extreme weather and wet conditions with potential exposure to sewage, chemicals, and related industrial hazards.

Responsibilities

  • Leads and coordinates daily operation of treatment processes and major equipment to ensure safe, consistent and effective facility performance and compliance with permit limits and organizational goals and objectives.
  • Plans, organizes and schedules daily operational and maintenance procedures and activities; sets work priorities, coordinates equipment outages, and ensures adequate resources are available for staff to perform assigned duties.
  • Functions as the lead operational and maintenance point of contact for onsite construction activities, start-up and commissioning of new facilities, removal of equipment from service for maintenance, and process adjustments and optimization.
  • Oversees Quality Assurance and Quality Control (QA/QC) review and management of operational data, maintenance records and sample collection to assure regulatory compliance; analyzes and compiles operational data and prepares recurring and ad hoc reports.
  • Provides administrative and procedural support to the WWTP Superintendents in the development, review and implementation of standard operating procedures, operation and maintenance materials, compliance documents, safety procedures and quality assurance programs.
  • Participates in the development and use of data management programs, computerized control systems and SCADA; reviews trends and alarms and works with internal staff and integrators to maintain reliable control strategies.
  • Reviews operations and maintenance plans, engineering design documents, industry publications and equipment specifications to advise on and make recommendations regarding process design, facility improvements, equipment selection and life-cycle considerations.
  • Participates in plant optimization, maintenance projects, capital planning and facility master planning by providing operational and maintenance input and recommendations.
  • Provides training, instruction and coaching to operations and maintenance staff on the maintenance, operation and safety procedures of industrial wastewater equipment and processes; evaluates the progress of new employees and supports ongoing staff development.
  • Coordinates projects and schedules between department staff and other divisions, ensuring effective communication of operational impacts, safety requirements and schedule changes.
  • Provides day-to-day work direction for operators and maintenance staff, including assigning tasks, monitoring work quality and providing technical guidance.
  • Provides input into hiring, promotion, discipline and performance evaluations of assigned staff, in coordination with the Wastewater Treatment Plant Superintendent.
  • Leads or assists with regular safety, tailboard and operational meetings and reinforces compliance with City and regulatory safety requirements.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress and status, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends meetings, conferences, workshops, training sessions, and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas.
  • Communicates and coordinates with others to maximize the effectiveness and efficiency of interdepartmental operations and activities to help keep a positive work environment.
  • Respects the opinions of others and maintains a positive and professional working relationship with plant operator, employees, supervisors, public, and others.
  • Performs other related duties as assigned or required.

Minimum Qualifications

Education, Training, and/or Experience Required:

  • High school diploma or equivalent.
  • Five years experience in the operations or maintenance of an advanced wastewater treatment facility, including supervisory or lead experience. or an equivalent combination of education and experience.

Licenses, Certifications and Other Requirements:

  • Valid and current driver's license.
  • Possession of a Class IV Idaho Wastewater Treatment Operator license; or the ability to obtain within six months of appointment, with a minimum of a Class III license at the time of hire.
  • Must be able to comply with annual continuing education requirements for license renewal.
  • Must be able to work after hours, weekends, and holidays; and may participate in an on-call rotation to respond to emergencies.
  • Successful completion of a pre-employment background check, physical, and drug testing to include prescription drugs.

Preferred Qualifications:

  • Associates or bachelors degree in environmental science, engineering, chemical or biological sciences, public or business administration, or related field.
  • Seven years of related experience including three years of supervisory experiences in a large wastewater treatment facility.
