The Caldwell North Urban Renewal Area, located westerly of Interstate 84, between exits 25 and 26, is a revenue allocation area that provides for tax increment financing mechanisms to support a variety of needed public improvements and facilities.

New Market Tax Credit Areas

Caldwell has areas within the community that are designated qualified census tracts (QCTs) and Difficult Development Areas (DDAs).

If your development or investment site falls within one of these tracts, it may qualify for New Market Tax Credit (NMTC) enhanced financing.

If a project is within an NMTC‑qualified tract it may receive credits that cover up to 39% of the investment cost, delivered over seven years via certified Community Development Entities (CDEs).
