Main Street Reconstruction and Sewer Project Update

The City of Caldwell is providing an updated overview of ongoing construction activities related to the Main Street reconstruction and associated sewer infrastructure improvements that began in September of 2025. Because of the technical nature of the work and the site conditions, delays have persisted throughout the project. The combination of deep excavation and high groundwater has created a particularly challenging construction environment.
Gentry Civil Construction is currently estimating that Main Street reconstruction activities will be nearing completion by the end of the month, pending required testing, inspections, and other project-related items that may impact sequencing and duration.
The overall project, including sewer infrastructure work, is now anticipated to be complete by the end of June. The contractor is nearing completion of the sewer main in Albany, after which pressure testing and CCTV inspection of the pipe will be completed. Once the pipe successfully passes inspection, the contractor will proceed with completing the final sewer connection at Stocktrail Road, followed by decommissioning and removal of the existing sewer lift station.
Due to ongoing coordination and prioritization of stakeholder requests, including the County, emphasis has been placed on completing the sewer infrastructure work. This priority is driven in part by the need to remove the lift station to support future parking needs for the event center and to eliminate a known health and safety concern associated with an over-capacity lift station that has historically backed up into streets. As a result, roadway improvements may be finalized toward the end of the overall project timeline.
The City continues to work closely with the contractor to maintain dust control measures, including keeping streets wet for mitigation purposes and taking steps to minimize adverse road conditions during construction. City staff are also regularly on site inspecting conditions and working within their capacity to help improve and manage impacts to the public.
Regarding communication with nearby residents, Gentry Civil Construction and affected homeowners entered into private agreements outside of the City’s involvement to provide temporary relocation support. The City of Caldwell has not assumed responsibility for these private agreements. However, the City continues to encourage and facilitate communication between the contractor and residents when concerns are raised regarding payments and related matters.
