Description
Plans, implements and manages all recreation programs for the City of Caldwell; performs related work as required.
The principal function of an employee in this class is to oversee all recreation programs, activities and supervise staff involved in these events. The work is performed under the direct supervision of the Parks and Recreation Director. Supervision is exercised over the work of the all-department staff, which includes the administrative assistant, sports coordinator, instructors, pool staff, and seasonal staff. An employee in this class performs the duties of other employees in the Recreation Department as required. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City officials, City employees, instructors, government agencies, vendors, recreation participants, other recreation organizations, and the general public. The principal duties of this class are performed in both a general office and community/recreation center environment.
Responsibilities
- Plans, organizes and schedules City recreation programs and events.
- Supervises, coordinates and evaluates recreational programs and staff involved in recreation programming.
- Prepares and reviews the budget requests for the City Recreation Department and the City Municipal Pool.
- Develops and coordinates seasonal activity guides and flyers for the recreational programs and events.
- Determines staffing needs based on program enrollment, specific needs of events and activities and the ability level of participants.
- Processes all administrative personnel actions, such as written evaluations, leave requests, overtime, disciplinary actions, interviewing, payroll timecards, and training sessions.
- Reviews payments to instructors, officials, staff and vendors.
- Responds to requests from the public regarding program events and activities.
- Trains, assigns, prioritizes, supervises, motivates and evaluates the work of assigned employees.
- Inventories department supplies for programs and ensures that proper supplies and equipment are available as needed.
- Monitors program activities and ensures that all rules and regulations are known and used by staff and participants.
- Ensures that all participants are given equal access to the resources and programs available within the Recreation Department.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Oversees the development, maintenance, and usage of various City ballfields as well as the City’s Archery Range.
- Supervises all facets of the City Municipal Pool including hiring aquatic staff, preparing and submitting annual budget, supervises and evaluates pool staff, creating and implementing pool programs and lessons, approves time sheets, supervises pool maintenance and capital improvement projects, and ensures the facility meets all safety requirements.
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Attends approved meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
- Responds to citizens’ questions and comments in a courteous and timely manner.
- Communicates and coordinates with others to maximize the effectiveness and efficiency of interagency operations and activities to help keep a positive work environment as well as works as a team member.
- Respects the opinions of others and maintains a positive and professional working relationship with employees, supervisors and others.
- Accepts and performs in a timely and effective manner changes in work assignments and/or how work is performed.
- Contracts facilities for program usage.
- Performs other related duties as assigned.
Minimum Qualifications
- Graduation from an accredited college or university with a bachelor’s degree in Recreation; and
- Considerable experience in recreation program administration with a supervisory role; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
- Possession of a current and valid driver’s license.
- Subject to a pre-employment drug test and background check.
